Every ten years, Congressional boundaries change and the 108th Congress began with new district lines on January 1, 2003. The 7th Congressional District includes parts of Contra Costa and Solano Counties. Contra Costa: Bay Point, Clayton, Concord (north half), Crockett, El Sobrante, Hercules, Martinez, Pinole, Pittsburg, Port Costa, Richmond, Rodeo, and San Pablo.
